DAPA extends the KF-21's S1000D international technical manuals to K2PL, K9, and other export systems

The Defense Acquisition Program Administration presented its KF-21 S1000D electronic technical-manual work at an international S1000D forum on September 28, 2026 and said it will apply the international-standard approach to other export weapon systems, including the K2PL tank for Poland and the K9 howitzer. S1000D-compliant manuals let foreign operators integrate Korean equipment into their own logistics and training systems, which DAPA describes as a way to support follow-on logistics and sustainment revenue on export programs. The KF-21 was the first Korean weapon system to be documented fully to the standard.

Deals to watch, Q4 2026: Malaysia FA-50M arrivals, Iraq and Romania K2 decisions, Saudi packages, Thai frigate, and K-DEX

KDReview's watchlist for the fourth quarter of 2026. Malaysia's first two FA-50M jets are due at Kuantan Air Base in October, with the 18-aircraft order completing by March 2028. Iraq's review of up to 250 K2 tanks (about $6.5 billion) remained unsigned as of July, with analysts expecting a 2026 signature. Romania's 216-tank tender awaits a localization study. Peru's K2 and K808 implementing contract is suspended over a $1.5 billion advance payment. Indonesia's 16 KF-21s and the Philippines' two submarines are unsigned. In Saudi Arabia, Hanwha Defense Arabia is targeting a roughly KRW 15 trillion National Guard land-forces modernization with K9 and Chunmoo, while Hanwha Ocean weighs four to six submarines and five frigates. Thailand's OCEAN-40F frigate award to Hanwha Ocean faces rival complaints before a final contract. On the calendar: Armed Forces Day on October 1 at Gyeryongdae with AI-enabled weapons on display and no parade, and the first K-DEX on December 8 to 11 at KINTEX, where eleven countries including the US, Saudi Arabia, India, Norway, Finland, and Latvia will brief on procurement.

Hanwha Systems discloses supply contract with Hyundai Rotem worth at least 91.6 billion won through 2027

Hanwha Systems filed a regulatory disclosure on September 23, 2026 for a single sales and supply contract with Hyundai Rotem running from September 23, 2026 to December 31, 2027. The value is confidential until the contract ends but is stated as at least 2.5 percent of 2025 consolidated revenue of 3.66 trillion won, or roughly 91.6 billion won or more. The filing does not name the product; industry observers assume it covers electronics for the K2 Black Panther export and upgrade programs. It follows a separate 91.6 billion won contract between the two companies disclosed on September 11.

Deals to watch: Peru's K2 and K808 implementing contract stalls over a $1.5 billion advance payment

Hyundai Rotem and the Peruvian Army signed a framework agreement in December 2025 for 54 K2 tanks and 141 K808 wheeled armored vehicles, but the implementing contracts worth more than KRW 2 trillion remain unsigned. Three trial K2s arrived at Callao on July 6, 2026 and were shown at the FAME plant in Lurigancho around September 11, but Peru's Ministry of Defence suspended signing because it lacked funds for a roughly $1.5 billion advance payment, and the July change of government has slowed the process. Seoul is pressing Lima to accelerate signing, with delivery still nominally planned for early 2027. Next milestone: implementing contract signature, date unknown.

Korean defense exports enter a new phase as buyers demand local production, with $27 billion forecast for 2026

A Korea Times analysis published September 19, 2026 puts Korean defense exports at $9.5 billion in 2024 and $15.4 billion in 2025, with a 2026 forecast of about $27 billion. European buyers increasingly want industrial capability rather than finished equipment, citing Hanwha Aerospace's K9 plant in Romania and the Hyundai Rotem-PGZ localized K2PL production in Poland. The piece also flags technology-transfer risk, pointing to Turkey's Altay tank program, which drew on K2 technology, as a case where a buyer became a competitor.

Korea hosts diplomats from 15 countries for K2 rides and Cheongung-II displays at first field defense-diplomacy day

The Ministry of Foreign Affairs and the Ministry of National Defense hosted diplomats from 15 countries, including Iraq, Canada, Brazil, Oman, Kuwait, and Mexico, at the Army training complex in Yangpyeong, Gyeonggi, on September 15, 2026. Guests rode the K2 Black Panther tank and the K21 infantry fighting vehicle, watched live-fire drills, and viewed the Korean Combat Engineer Vehicle, the Cheongung-II medium-range surface-to-air missile system, drones, quadruped robots, and the Army TIGER combat system. Second Vice Foreign Minister Kim Jin-a told the group that the Korean defense industry "has grown in no small part just because of the confidence that you placed in our products." The acting Iraqi head of mission rode a K21 and sat in the K2 gunner position; Iraq bought eight Cheongung-II batteries for $2.8 billion in 2024 and is negotiating for about 250 K2 tanks.

Deals to watch: Romania's 216-tank competition pits the K2 against Leopard and KF51 for up to EUR 6.5 billion

Romania plans to buy 216 main battle tanks plus 76 derivative vehicles with a budget of up to EUR 6.488 billion (about KRW 10 trillion), with Hyundai Rotem's K2 competing against the Leopard 2 and Rheinmetall's KF51 Panther. Bidding is to open once Bucharest completes a localization analysis, and Hyundai Rotem's K2 gained NATO AQAP-2110 quality certification in July 2026 to strengthen its case. Romania already operates Korean K9 howitzers and is buying K239 Chunmoo launchers. Next milestone: tender launch, date unknown.

Hyundai Rotem unveils Poland-specific K2PL at MSPO 2026 and signs armor-steel MOU with Huta Czestochowa; Hanwha and PGZ set partnership terms for 672 K9s

Hyundai Rotem publicly unveiled the K2PL, the Polish-configured K2 Black Panther, at MSPO 2026 in Kielce on September 8, 2026, showing an active protection system against anti-tank missiles and drones, a drone jammer, a remote weapon station, and a Miranda mobile camouflage system, alongside bridge-laying, combat-engineering, and recovery variants, the HR-SHERPA unmanned ground vehicle, and a 30-ton wheeled armored vehicle with an anti-drone turret. On September 9 Hyundai Rotem CEO Lee Yong-bae signed a memorandum of understanding with Huta Czestochowa to assess Polish-made armor steel plate for K2PL tanks and support vehicles, which he called "another step in our efforts to increase the participation of Polish industry in the K2 program"; the 61 K2PL tanks in the second executive contract are to be built at Bumar-Labedy in Gliwice. The same day Hanwha Defense and Polska Grupa Zbrojeniowa signed a memorandum defining roles for production, servicing, lifecycle cost, and future development across the K9 family, covering Poland's planned 672 howitzers to be manufactured, serviced, and repaired at PGZ plants, and extending to infantry fighting vehicles and rocket artillery if the Polish Armed Forces order them. Hanwha Systems also linked real-time satellite imagery to K9 and Chunmoo fire missions in its first overseas AI demonstration, and KAI displayed a KF-21 teamed with unmanned combat aircraft.

Poland receives first 28 K2 tanks under second $6.5 billion Hyundai Rotem contract

The first 28 K2GF Black Panther tanks under Poland's second implementation contract with Hyundai Rotem arrived in Poland on August 25-26, 2026 and were assigned to the 16th Mechanized Division on NATO's eastern flank. The roughly $6.5 billion contract, signed in August 2025, covers 116 K2GF tanks for delivery in 2026-2027 plus 64 Polish-configured K2PL vehicles, 61 of which will be assembled in Poland, for 2028-2030. The delivery brings Poland's operational K2 fleet to 208 vehicles and formally moves the second contract into its delivery phase. Polish officials and Hyundai Rotem are expected to discuss a third K2PL tranche of around 210 tanks around the MSPO exhibition in Kielce in September.

DAPA approves 3.45 trillion won K2 Black Panther upgrade with active protection, drone jammers, and remote weapon stations

The Defense Acquisition Program Administration approved the basic strategy for the K2 tank performance-improvement program at the 177th Defense Project Promotion Committee on August 11, 2026. The program will spend about 3.448 trillion won (~$2.4 billion) from 2028 to 2046 to fit every K2 in Republic of Korea Army service with a hard-kill active protection system, drone and improvised-explosive-device jammers, and a remote-controlled weapon station, with the first upgraded tanks entering service from 2033. DAPA framed the package as a response to lessons from the Russia-Ukraine war and North Korean drone development, shifting tank survivability from passive armor toward detecting and defeating top-attack missiles, FPV drones, and loitering munitions. The APS, jammers, and weapon stations are expected to be domestically produced, giving Korean suppliers a reference configuration that Hyundai Rotem can also offer to K2 export customers such as Poland.
